The Constitution of New World Union of 2017

The New World Union is a Region that accepts all Nations, regardless of ideology. We are dedicated to the proposition that all Nations will have an equal and respected voice, regardless of how large or small, they are. We are also dedicated to the proposition that one Nation does not always have the ideas alone and that we must move forward lockstep together, in a strong bond that will weather any potential crisis we may face. The Region shall be balanced on the pillars of Democracy, Equality, Freedom, and Justice.

Article I - The Founder and Founders Council

Section I - Founder

The Founder is the unquestioned head of the Region, the point at which all issues end. Her duties are to assist in the management of the Region, keeping in check the Delegate, Regional Officers, and all other elements of the Government, including removing Regional Officers and Delegates from power if needed. The Founder has the right to shut down or lock down the Region should he feel it is necessary.

Section II - Founders Council

The council will consist of the most influential nations within the Region. They will convene to address issues affecting the Region, acting as a Security Council. The council will take control of the Region during periods of Regional Instability.

Article II - The WA Delegate & Regional Officers

Section I - The WA Delegate

The WA Delegate is the most visible position in the Government. Delegates will be elected by the people for an elected span of 90 Days, electable for an infinite number of terms. At various times, Delegates will have approval polls at the choice of the government or electoral committee. These polls will occur for 5 Days once called.

Section II - Powers of the Delegate

The Powers of the Delegate are the following:

Section III - Regional Officers

There are to be Regional Officers, to be assigned by the Delegate of the Region.

Section IV - Impeachment or Removal of the Delegate and Regional Officers

  1. The Delegate or Regional Officers shall be removed from office if they commit any of the following crimes against the Region:
    • Allowing Raiders to come into the Region, or inviting them to invade the Region.
    • Notably cheating in a Governmental Election, such as using puppets to achieve election.
    • Suspending the voting process to stay in office without cause, such as invasion.
    • Unreasonably banning or ejecting a Nation from the Region, unless the nation is a Raider.
    • Not being open or honest about policies in the Region.
    • Not faithfully executing the offices of Delegate or Regional Offices or following the laws of the Region.
    • Long term inactivity from their positions.
  2. Removal procedure: Should the Delegate or Regional Officers be found guilty by the Regional Supreme Court of any of the above crimes, they shall be removed from office. In the case of Delegates, the Regional Cabinet will place an Acting Delegate in place of the misbehaving or vanished Delegate by vote. The Acting Delegate will serve out the remainder of the term. In the case of Regional Officers, the Founder or Delegate will remove the Officer and will appoint a replacement in that office.

Article III - The Judiciary

The regional justice system will transfer half responsibility to the Court of International Law and Justice. The ‘Court of International Law and Justice - CILJ’ is an Inter-Regional Court which, in most instances, hears the cases of Region, Nations and Inter-Regional Agreements which have elected to become members of the Court which involve recognizing its Jurisdiction without compromise and agreeing to abide by its rulings unreservedly. This will only be used if the situation can not be handled within the region or the plaintiff takes the case directly to court, in which case a formal complaint must be made and an official request for case must be made to the court. The region will be a member of the following chambers; Chamber of Original Jurisdiction and Chamber of Inter-Regional Affairs. Any and all appeals will be handled in house by the regional court. The regional court will now handle the reviewing of laws passed by the senate and signed by the delegate, handle sentencing and to determine whether to case should head to court or not. If they decide not, it will be mediated by a member of the founders’ council.

Article IV - The Senate

In the interest of providing a law making body, capable of maintaining order and creating legislation in a timely order an official senate body shall be created. The Senate body shall contain no more than one-quarter of the current active voting population, which should be led by the current Vice-Delegate, who receives Senate proposals via the Regional Message Board or some other communication area visible to the public. Even though the Vice-Delegate acts as the head of the Senate, he or she does not vote on the bills.

The proposal is first discussed by the Senators in a new Discord server to be named “Senate Hall” the proposal is then edited at the consent of the submitter, voted on, then sent to the Delegate should it pass by a constitutional majority vote, which is 50%+1. If the bill is vetoed, the Senate may edit it again if they see fit, then they will vote again, the bill shall override the veto with a two-thirds vote. When and if a bill passes, it shall be kept on an official record keeping nation for easy access. The Delegate is to enforce the laws and put on trial those who disobey.

Article V - Rights & Freedoms of the Nations

Article VI - Recall of Elected Officials

Any nation may request a public vote on the removal of either the delegate or the vice delegate. If a constitutional majority of the voting population wishes to see one or both of these officials removed, the regional court will have a vote and decide. If the delegate is removed then the Vice Delegate takes the set and they nominate a new VD. If the VD is removed then the delegate selects a new VD. If both are removed, a new election will be held and a new term started.

Article VII - Amending the Constitution

This Constitution shall be amended should 3/5 of all of the active nations vote on the measure.

Article VIII - Constitutional Convention

A constitutional convention can only be called by the Founders Council or by the Delegate.

Article IX - Ratification

This Constitution shall be ratified once 3/5 of the active nations approve it.
